Eh, it's a complicated issue in regular schools. Poor funding, lack of qualified teachers and the extreme importance placed on French.

Well, may be people are learning French by a historical reason. I guess they just had to pick some foreign language to learn. But anyway I'm surprised that some Universities choose Russian. I mean, there are plenty of languages in Europe, not to mention in a world.

French is for as much political reasons as historical, when you consider places like Quebec. Most people where I live won't ever use French yet they insist we learn it. And the Universities don't chose just Russian. They have many language programs because they can afford too and in some of them Russian is offered as one of many options.
